( 400 x 400 ) Making your foregrounf black and background white

Now choose .Filter > Render > clouds

Continue on Filter > Blur > Radial Blur  amount : 40    method : Spin     quaity : best

Now get the Gaussian-Blur. Filter > Blur > Gaussian Blur choose 2 px as radius.

 

Step 5

Filter > Sketch > Bas Relief Set Detail to 14 and Smoothness to 3.

Step 6

Filter > Sketch > Chrome Detail : 3 and Smoothness :2

 

Step 7

Image-Adjustments- Hue/Saturation ( make sure colorize is check off)
Hue = 215
Saturation = 60
Lightness = 4
