Step 1

Make a new document, anysize doesn’t matter. Press CNTRL+D to reset your pallete colors. Make sure your background is BLACK.

Apply Filter>Artistic>Plastic Wrap with these settings:

Filter>Distort>Twirl: Apply these setting

Step 3

Apply Filter>Sketch>Chrome with these settings

Step 4

Add the color now, press CNTRL+U: Please make sure you have colorize check off on the Hue/Saturation

Step 5

Now Duplicate the layer. Set the top layer blending change to Soft Light.

Step 6

Press CNTRL+E to emerge the 2 layers back together.

Select the paint bucket tool, set your foreground color to black. Find a spot on the graphic ( where the arrow is pointing to and try to full that area with the paint bucket too
