Lets begin: Create you stage size. I did mine in 500 by 500with background color black. Choose your text color. Merge your text layer and your background layer together.
Step 2: Go to filter-blur-motion blur.
Set your angle to -32 you can set your distance to 1 or 2, too much distance will blur away your text
There you now have a simple ribbon effect
