Step 1

Create a new document, make a 2 pixela Line, black in color.

Step 2

Go to Filter-Distor-Shear- Play aound witht the setting until you have something like what I have below

Step 3

After you finish adding the curve to the line. Duplicate the layer and move it about 1-2 pixels to the right to get this effect below.
