step 1-

Find your image-  I'm using a light bulb- make sure it has a transparent background- Check out- Making Background transparent

  step 2 Using the Selection Tool- and Select the outline you image

Step 4 With the bulb selected - go to Image-Adjustment-Hue/Saturation or hit Ctrl+U

 A menu will come up- Check the Colorize box- your image will change color---

b. Play with the 3 scroll to choose your color- I'm using redish color and click OK

 

Now go back to the menu bar and choose LAYER--LAYER STYLES--BLENDING OPTIONS and A menu shows up- double click on Outer Glow and apply the following setting

Step 5

Double click on the yellow box and choose a brighter color--I'm choosing a brighter red.

  

Step 6 In the same Menu under ELEMENT...next to Technique choose PRICSE

 

 Step 7. Once you choose Pricse----Under the choice you will see (move the spread and size bar until you find your right glow.

And if you want it to look more realistic you can also add an inner glow

That’s a simple glow effect to a dim bulb.
