Let go.

Create a new canvas with a black background and set the background size to 280 by 480. On a new layer create a line using the Line Tool with 3 pixels.

Note if you hold down on the shift key while drawing line you will have a perfect stright line.

Now we need to, distort the line using Filter > Distort > Shear . Just adjust the line to the preview line curve

curves you want and hit OK

In this step you need to take the curve line and scale it down then skew

Select the curve line by holding CTRL and click on the curve line layer. Then press Q to enter Quick Mask. The screen will really turn red .

Once in Quick Mask, go Edit > Transform > Rotate 90° CW.

If you complete this correctly, you will have double line.

Then go to Filter > Stylize > Wind (Preview Setting). Repeat the Wind Filter 2 time or more to get the length you want.

To repeat filter just go to Filter-Wind or hit Ctrl+F

Use the Wind Filter again but this time change the Direction to the right. Repeat accordingly.

Preview setting

Then go to Edit > Transform > Rotate 90° CCW. This should bring the Mask Layer back right up. 1.Then press Q to exit Quick Mask.

Do not deselect. Create a new layer and fill the selection with white. It should look like this. You might want to name the layer "Lights

Now duplicate the "Lights" layer. To the bottom layer add in Filter > Blur > Motion Blur (Angle = 0; Distance = 10).

Make another Motion Blur Filter > Blur > Motion Blur this time Angle = 45 and Distance = 5. You can now merge the two layers ( merge down).

Now to Add some color. Select the merged Lights layer by pressing CTRL + the lights layer. Go to the Color Palette and select any color you want. You can even use the Color Gradient tool. Once you've chosen your colors, make a new layer and fill in the selection. Set the Blending Mode to Color or Overlay.
