Step 1
Firstly create a new document 500 by 500 pixels. Reset your foreground and background colours (by hitting D on your keyboard).
Now go Filter > Render > Clouds.

Secondly, go Filter > Pixelate > Mezzotint. Type: medium lines.
Step 3
Now go Filter > Blur > Radial Blur. Amount: 50, Method: Zoom, Quality: Best.
Step 4
Next up, we'll be adding some colour to our effect. The easiest way to do this is to create an adjustment layer.
Go Layer > New Adjustment Layer > Colour Balance and move arrow heads in the direction of the colour you want
